Airlines Don't Want to Carry the Security Burden
The current air-security system has plenty of flaws, some of which are the airlines' fault. It's hard to pick the good and bad guys in this conflict: Governments shouldn't just get away with shifting costs onto others willy-nilly, but airlines definitely have an obligation to share in the costs. Airlines remain desparately unprofitable.
