Naming it a "War on Terrorism" was a bad idea: Terrorism is a method. The war is really one against a group of radicals who lay claim to a radicalized form of Islamic authority. It's not and should never be a war against Islam itself, either. But it's not about all terrorism: The IRA doesn't seem to have been much affected, nor have domestic white-supremacist groups. Naming things creates consequences; one of the consequences of naming something a "War on [some abstract thing]" makes pure victory impossible. George Orwell had something to say about perpetual war in 1984, and it wasn't pleasant.
