Does it matter whether your student's tutor lives nearby?
Union boss opposes "outsourcing" of tutoring services to places like India, saying, "When you start talking about overseas people teaching children, it just doesn't seem right to me." But where does he want to draw the line? If it's OK for your student's tutor to live across town, isn't it OK for them to live across the state? And if it's OK for them to live across the state, isn't it OK for them to live on the other side of the country? And if it's OK for them to live on the other side of the country, what exactly "doesn't seem right" about qualified English-speaking people in another part of the world? Quite likely, the union boss wouldn't raise the same objections if the tutors were living in Guam, Ireland, or New Zealand that he feels comfortable raising about tutors living in India.
