"When I was Speaker, people would always be coming to me asking me to make lists of legislation. These people, usually the young liberals or the press, wanted me to give them a 'must list' of bills that had to pass or some kind of priority list of what we were going to try to reach in a session of the Congress. All a list is good for is for the press to use against you down the road so they can measure how you failed. It's much better to take legislation one at a time, pass it and go on to the next one. The 'lists' will care of themselves."
