"As I left office I realized that the more I had seen of the workings of the Federal government the more respect I came to have for it. It is carried on by hundreds of thousands of people. Some prove incompetent. A very few are tempted to become disloyal to their trust. But the great rank and file of them are of good ability, conscientious, and faithful public servants. While some are paid more than they would earn in private life, there are great throngs who are serving at a distinct personal sacrifice. Among the higher officials this is almost always true."
