The proposal for "Project Destiny" seems to suggest that Polk County voters could OK a sales tax on Dallas and Warren County. It appears that, as long as enough voters in each county agree to put the tax on the ballot, a simple majority of the total population of the three counties put together will be enough to impose the tax.
